Create Objects has a clause that indicates it can't have any moving parts more complicated than a hinge. I have a player who wants to use hers to make tools on occasion, including fairly fussy ones like electronic tools. This lead to three questions:
1. Will the Precise Feat do this?
2. If not, what would be needed?
3. Also if not, what _does_ Precise actually do for you?

I'd certainly say it would allow for more complex moving parts and more fine detail. Dunno if I'd go so far a creating any sort of equipment; that seems more like an extra to me, at least.

Depends on what you mean by "tools," I suppose. If the character is just making tools for use with various skills then a power feat is probably sufficient. If the player wants the character to create any sort of electronic or mechanical device, that's a considerably more effective and involved power.
For something like that, I'd suggest at least a +2 modifier on Create Object, using powers like Shapeshift as a guideline: that is, the player gets 5 points per Create Object rank for assigning the traits of the object like a temporary Device and these points can be split among multiple items.
