I must tells that all the possibilities you have raise can be made, and teh result will give dirrent mechanic, but also different IC effect.
1) X-Ray Vision and Dark vision will give you that, you can see through object and in darkness. If you want to feels life form, Detect life could be fine. It is more how you see your character power.
2) I'll need to check the book to be sure I don't tell you something wrong...
3) One thing about flaww, you can have them partial. So, for example, you have:
Blast 10
Flaw: Limited - Need a source of fire 5
Extra: Penetrating 2
That would allow to Blast at power level 10 if there is a fire next to you. You are stuck in a spaceship and the nearest fire is at miles from you? You can only blast up to rank 5. You target someone with an Impervious Toughness? Reduce his impervious by 2 before calcultaing if he has to roll for a toughness roll.
So you could easily put the first rank permanent of Insubtantial, even if you have 4 rank. So, when you have your rank 4 active, you are incoproreal, and when you decide to manifets, you reduce to rank 3, 2 or 1. but you won't ever be able to become fully material. A note, if you fall unconscious, you would return into your manifesting form (i.e: Rank 1) unless you have a continuous duration for that power.
Using Telekinesis is also a good way to manipulate the world around you.
