Looking for magical way to gain weapon feats

In 3.5, is there a magical way (item, spell, etc.) to gain a martial weapon profficiency, or weapon finesse, or two-weapon fighting?

In 3.0, I would use something like the Wieldskill spell and the Gloves of the Balanced Hand (or whatever they were called). Did anything along those lines carry over into 3.5?

I have a gnome (bad strength, good dex) who is hoping to dual wield either daggers or, better yet, kukri without having to wait for 6-9 levels worth of feats.

Transformation

Transmutation
Level: Sor/Wiz 6 Components: V, S, M Casting Time: 1 standard action Range: Personal Target: You Duration: 1 round/level

You become a virtual fighting machine— stronger, tougher, faster, and more skilled in combat. Your mind-set changes so that you relish combat and you can’t cast spells, even from magic items.

You gain a +4 enhancement bonus to Strength, Dexterity, and Constitution, a +4 natural armor bonus to AC, a +5 competence bonus on Fortitude saves, and proficiency with all simple and martial weapons. Your base attack bonus equals your character level (which may give you multiple attacks).

You lose your spellcasting ability, including your ability to use spell activation or spell completion magic items, just as if the spells were no longer on your class list.

Material Component: A potion of bull’s strength, which you drink (and whose effects are subsumed by the spell effects).
(Emphasis added)

Master's touch a swift (Bard 1, sor/wiz 1) spell from CAdv and the Spell Compendium grants proficiency in a weapon or shield. In the Eberron campaign setting, there's a weapon quality(bound air elemental I think) that grants weapon finesse with that weapon.

In Eberron you can get weapons with elemental bindings that allow weapon finesse, specifially an air elemental. Maybe you could have your DM allow that.

Huh. I didn't notice they changed Tenser's Transformation into just Transformation ... blegh, sounds like they couldn't think of a good name for it ...

The SRD strips out all the WotC intellectual property like the name Tenser. It's still his spell. ;)

For the most part, with the stuff that had proper names attached to them (the Bigby line, Baccob's Blessed Book, Heward's Handy Haversack, et cetera) about all they did was drop the proper name when converting to d20.

There is a weapon magical ability in Complete Arcane called Skillful. It costs a +2 bonus. It grants martial weapon proficiency to the wielder of the weapon with that weapon, and it also increases your base attack bonus to be at minimum the same a cleric (3/4 your level).
