Magic item entering the campaign

Assuming you would allow this magic item in a campaign - what level would you expect characters to be at before they encounter it (i.e. assume that an opponent will have it but that the characters will gain it if they defeat him/her).

Hammer of Thunder
The Hammer of Thunder is a maul +1, distance, returning, throwing, thundering weapon whose properties manifest based on its user's strength.

The maul has too short a handle to be used two-handed as a standard maul and so its user must have a minimum strength of 18 to use it effectively (albeit with a -4 attack penalty).

Its other properties manifest as follows:

STR20 - No attack penalty, Thundering
STR22 - Returning, Throwing (30')
STR24 - Distance (60')

My recommendation based on an estimate of the Maul's price and the strength required to wield it optimally would probably put it in the level 14-16 range.

Having a -4 attack penalty doesn't seem like it's being used very effectively, to me.

What I meant by that statement was used at all. i.e. a character with a strength less than 18 cannot use it as a weapon.
