Yes, but it was a spell trigger item, meaning you had to either have the spell on your list or a decent Use Magic Device roll.

Haven't checked, but maybe an FR elven cleric with the right domains (granting true strike, and weapon focus if possible), zen archery and the prestige class that lets you do ranged power attacks could be viable.

No, true strike and hunter's mercy only apply to one arrow when it comes to manyshot. This was clarified by WotC, either via Sage Advice or FAQ.

The reasoning is incorrect with respect to True Strike (I'd need to look up Hunter's Mercy again to be sure there).

True Strike affects one attack roll; Manyshot uses one attack roll. To split the attack roll up has no basis in the rules.

I do think Archers can get crazy, but there are lots of costs to placing so much in that one area. Still I am not crazy about saying this, but from what I can see there is no reason why it would not apply to all arrows.

I believe manyshot specifically states the crits only go toward the first arrow. Hunter's mercy is specifically to automatically treaten a crit on the next round. So in that case it only applies to the first arrow doing the extra damage.

With the way it is stated True Strike works for the whole attack roll. Added in like any other bonus- example a +1 from a magic bow. It adds to the attack roll in the same way as those.

They both apply to all arrows fired in one attack. But a crit can only be scored with the first arrow, as manyshot states. So, the +20 from true strike applies to all arrows, whereas the effect of hunter´s mercy -a potential crit- only applies to the first arrow.

Doesn't Hunter's Mercy cause an automatic hit, and a threat?

So shouldn't the automatic hit part apply to all arrows, but if the threat is confirmed, only one can crit?

Or am I misremembering the spell (don't have MaoF)?

A high level rogue could take Sudden Quicken as a bonus feat, as it wouldn't need to meet the pre-requisites. It would be better if there was some way of getting True Strike as an SLA, as then a rogue could take Quicken SLA, which is more efficient.
