Metapsionic Feats

Not without creating some sort of modified template/house rule. I would suggest something along the lines of making metapsionic feats be a divider. And say manifesting freely at will is 10. If a metapsionic feat has a divider equal to it's plus in points then if the psionic character had a +2 feat (say hide power) he could only manifest it 5 times while hidden. If he quickened it he could only manifest it once. I'm not saying this is balanced, just an idea to get you started.

This is my biggest irk with the Psionics deal. That the psi-monsters manifest their powers "at will" rather than paying a cost.
How is a that worse than a creature can who can cast a spell at will? If it bothers you that much, just call them "power-like abilities" and have them follow rules similar to spell-like abilities.

Because it negates so much of what a Psion is.

Unlike a wizard, there are special rules for Psionic combat. These rules cause the combatants to deplete power points and stats of their opponents. There is a whole line of feats dedicated to this purpose.

But Illithids, and other psionically gifted monsters do not have power points!

I have no problem if they can manifest Displacement at will, but a better solution would have been to give the monsters the ability to "Trigger" certain powers for free (without the DC check), and give them power points for their other powers and psionic combat abilities.

Unless, of course, they've got levels in a class that grants them power points. :) In that case, their power points can be depleted.

Even when they do they have some neat special abilities they can use without paying power points for them, just like psionic dragons don't pay power points for their breath weapon, fear effects, and so on.

That "better" solution is the same as restricting critters with spell-like abilities to using them a certain number of times per day.

According to the PsiH errata, psionic monsters can use their powers and attack and defense modes three times per day.

They can trade combat modes as follows:

This monster has four combat modes: EW, II/MB, TW.
It can use any combat mode it wants for a total of 12 times. So if it wants to use EW 12 times, it can (but then runs out), or it could use TW 12 times (but then runs out), etc. In general, this monster will use 6 attack modes and 6 defense modes in psionic combat. If you wanted to, you could hammer it with 7 attack modes, when it can no longer defend itself.
