I can manipulate the entire reflective surface on a lake, yes - almost all at once, too - tap it, and it ripples to some degree over the entire surface; it has then been manipulated. Mind you, this may not quite qualify as "manipulate" for the purposes of casting a spell....

In theory this is correct, but due to friction caused by the surface tension of the water and loss of energy as heat to both water and air, the ripples will sadly eventually fade.

Granted, your tap has to be of the correct magnitude for the size of the lake, but it can be done.
