Mithral; Can a Spell Caster "create" it?

iI'm playing in an old school game where mithral is kinda' rare. Is there a spell which would allow a caster to (permanently) summon up, transmute, or someting some mithral so that armor could be wrought from it? Thanks alot, board!

I feel pretty dumb, not thinking of "Major Creation" from PHB, but it's not permanent nor is it on the "approved" list for permanency. But if I could get a "Permanent" "Major Creation" passed by the DM, that would rule. Any input would be great; hey admin, sorry about the "type- then think" instead of the other way around!

What you're looking for is True Creation - however, it's not a PHB spell. It's featured in the Eberron Campaign Setting and the Spell Compendium. Both versions are 8th-level domain-only spells, the Eberron version appearing in the Artifice domain and the Spell Compendium version appearing in the Creation domain.

Both require an XP component proportional to the value of the material being created. The Eberron version is more expensive, but the Spell Compendium version requires a small quantity of the substance being created as a material component.

EDIT: so does the Eberron version, since it functions "as Major Creation".

Conjuration (Creation)
Level: Creation 8
Components: V, S, M, XP
Casting Time: 10 minutes
Range: 0 ft.
Effect: Unattended, nonmagical object of nonliving matter, up to 1 cu. ft./level
Duration: Instantaneous
Saving Throw: None
Spell Resistance: No

The caster creates a nonmagical, unattended object of any sort of matter. Items created are permanent and cannot be negated by dispelling magics or negating powers. For all intents and purposes, these items are completely real. The volume of the item created cannot exceed 1 cubic foot per caster level. The caster must succeed at an appropriate skill check to make a complex item.

Unlike the items brought into being by the lower-level spells minor creation and major creation, objects created by the casting of true creation can be used as material components.
XP Cost

The item’s gold piece value in XP, or a minimum of 1 XP, whichever is more.

That's the same as the Eberron version. The Spell Compendium version reduces the XP cost, but increases the minimum cost.
 

If I were to create such a spell, I would probably call it "Distill Mithrill." It'd be a transmutation rather than a creation, and would take a significant chunk of silver and create a small amount of mithrill.

...which is to say, it'd be a game mechanic handwave to make mithrill available to PCs, and yet still rare. A tiny bit of crunch to help the fluff stand up. :) The money value of the before and after products would be the same.
