Well, only if you consider it an all or nothing proposition - the Gods could easily be able both have the power to create the world and still have a reason to desire/need the worship of followers. Indeed, having both elements can lead to some interesting decisions as to why worship is important - perhaps the act of creation weakened the gods or somehow chained them to the world/its creatures.
I totally agree with you (I tried to hint at this at the end of my earlier post).
The only time you run into problems is when you presuppose that the gods created the world, and they only ever get their power from worship. If they have another power source, or have an initial power supply at creation, ere is no problem.
That said, in a world where gods are fueled by worship, can you think of a way that a forgotten god with no power left to manifest in the "real world" could somehow acquire followers and rise again to power? There's bound to be an interesting story in there, somewhere.
