New Monster: Scarecrow

Hello! So I statted up the Scarecrow featured in Dungeon 154's adventure "Straw Men." Anyone have any critiques or suggestions? I'd appreciate any help anyone would like to offer:

Scarecrow
Level 1 Lurker (100 XP)
Medium Natural Animate (Construct)
Initiative: +8
Senses: Perception +6; All-Around Vision
Aura: Unsettling Giggling ♦ Psychic: Aura 2; The scarecrow's constant stream of giggling is both mentally draining and inherently painful to hear. The sound cuts into a listener's mind and causes trauma. Any living creature except the scarecrow's creator suffers 5 Psychic damage each turn within the aura.
HP 23; Bloodied 11
Defenses AC 15; Fort 14, Ref 14, Will 13
Immune: Disease, Poison, Sleep
Resist: 5 Weapon, 10 Cold
Vulnerable: 5 Fire
Speed: 4 squares
Attacks
Claw (Standard; at-will) ♦ Melee, Basic Attack
+6 vs. AC; 1d10+3 damage
Hideous Laughter (Minor; Encounter) ♦ Close, Ranged, Fear
Burst 3; +1 vs. Will; Target suffers a -2 penalty to all Defenses (save ends). Aftereffect: Target suffers a -2 penalty to hit (save ends).
Alignment: Unaligned
Skills: Perception +6, Stealth +8
Str 14 (+2), Con 11 (+0), Dex 16 (+3), Int 13 (+1), Wis 12 (+1), Cha 9 (-1)

Going off the next suggestion and lowering the Psychic damage to 2, what if I lowered the Weapon resist to 3? Would that put the creature more in line with a normal level 1?
