Yes. It uses a Gate spell, so it can call anything out on the planes, even deities. And it is a Conjuration (calling) effect.

It's not summoned, so those limitations don't apply. However, Gate says that there is a payment process similar to Lesser Planar Ally, which means that getting a Djinn to cast a wish for you might involve forking over a lot of money. That mitigates abuse.

If the djinni is not compelled in some way, it's a non-issue.

I've been playing with this some more, and you know what? Even fairly low level NPCs have a buttload of gear, almost too much. And the treasure:CR ratio is pretty high for these guys.
