Is there any OGL Mass Combat that one can download? Or are they all in books? If so, which book has the best mass combat?

I've got Cry Havoc and Field of Blood: The Book of War and personally I find that FoB is more satisfying than CH - it is basically less of a wargame and more of a realm control game that includes mechanisms to do mass combat. It also seems a simpler system than CH.

It's not OGL

It's not OGL, but it is official. In the D&D Miniatures Handbook, there are mass combat rules (though they require a conversion to the modified mini ruleset). It might not be what you're looking for, but they are there, and it has lots of suggestions on how to integrate a D&D adventuring party into the mass melee.
