Old spells as new powers

I plan on converting some of the old spells that didn't make it to 4e. For one to give my casters a bit more of variety, but mostly for the sake of nostalgia.

Grease (Wizard Attack ?)
A thin layer of grease covers the ground, making your foes fall down
Arcane, Implement, Zone
Encounter(?)
Standard Action
Area: burst 1 within 10 squares
Target: Each creature in burst
Attack: Intelligence vs. Reflex
Hit: The target falls prone
Effect: The burst creates a zone of grease that covers the ground and any obstacles in the burst until the end of the encounter or 5 minutes. The zone is considered difficult terrain. Any creature that ends it's move in the zone falls prone (save ends).

How about that? Is it balanced? What level should it be? Should it be an encounter power?

I think the effect line could be more like that:

Effect: The burst creates a zone of grease that covers the ground and any obstacles in the burst until the end of the encounter or 5 minutes. The zone is considered challenging terrain (Acrobatics or Athletics DC 15).

Just my two cents ;)
 

How about this then

Glitterdust (Wizard Attack ?)
A cloud of golden particles covers everyone and everything in the area, causing creatures to become blinded.
Arcane, Implement
Daily (?)
Standard Action
Area: burst 1 within 10 squares
Target: Each creature in burst
Attack: Intelligence vs. Will
Hit: The target is blinded (save ends)
Effect: Invisible creatures become visible, and unable to become invisible for the duration of the encounter (save ends?)

Haven't thought about level yet.

I thought about it being a 2-step spell as well. As in first failed save would give some penalties to hit and AC, the second failed save would cause the blindness. Any suggestions/feedback would be welcome, ofc.

Glitterdust: make it Int. vs. Reflex, and allow it to blind a target until the end of its next turn on a miss. No save to end the lack of invisibility, and it looks like a pretty nifty Encounter 1 spell to me.
