1) Yes, it's not too common anymore, but originally it was the basis for playing.
2) Yes, that's standard around here. Posts like this one are considered Out Of Character, and go in the "Talking the Talk" forum. Threads that are In Character go in the "Playing the Game" Forum. Threads that are OOC in this forum will be moved in mass shortly.
3) I do believe the only way to do that is by being a Forum Leader. We have yet to have one, and although I'd like to see a little more authority for DMs, we can't have every DM be given that authority. Instead, any changes you want require you to email a moderator (like Darkness, Dinkledog, or Piratecat, those are the three people with the appropriate power that pass by IC most often). If we ever have a forum leader, they will be able to perform more of these things with less hassle.
As for what it's worth, if we could have two, they could split the games up and then the whole forum could be handled personally. There's been mentions up and down Meta about it, and I know that Myself, Sollir, and GaryH have all had name-drops by other people, but nothing has been said on the matter other than 'the best way to not-become a forum-leader is to say you want to be one', and that's the crux of the matter.

3. Well you can already edit your own posts, are you talking about editing your player's posts? I don't think players would like that. If you want your players to change something, asking them to do so would work just fine.
Yes, the PbP FAQ at the top, although it needs an update, would accurately answer the first two questions of yours. And, as for Kitana's number 3, I assumed that's not what your talking about. Are you talking about moving posts from IC to OOC, and closing finished threads, or are you talking about editing player posts? I don't think there has ever been a player that refused to change his/her post when asked, and I doubt any DM has even had to ask more than once with a particular player.
