I think in another part of Basic they treat 0 level spells as 1/2 level spells so I would go for 1d12 damage as a 0.5 level spell, when overchannelling cantrips.
Have a cleric on standby, overchannel meteor swarm and rain doom upon your enemies.

It's the "all their spells" which keeps wizards (evokers included, here) on top, not their cantrips.Hmm given the damage fighters and rogues put out, maxing cantrip damage might actually bring the evoker closer to viable. Unfortunately it's at 14th level, which is so far into a campaign that it isnt worth it.
In regards to the question is a first level spell cast at 9th level a 9th level spell. I'm 99% sure the spell at that point is a 9th level spell, I remember reading that explicitly in the core rules, but don't know where off the top of my head.
Basic Rules said:When a spellcaster casts a spell using a slot that is of a higher level than the spell, the spell assumes the higher level for that casting.
