Pac Initiave allows Warlock PARAGON PATHS, Why the exception?

It strikes me very odd that Warlock is the ONLY class into which you can TRULY multi-class. No other mutli-class feat, even after taking ALL the three power swap feats allow you to elect the 2nd class' PARAGON PATH ... except Warlock.

Is this an unintended oversight, if yes - then is the solution to allow ALL multi-class feats to open the option of picking up the PARAGON PATHS of the 2nd class? (or alternatively to remove this benefit from 'pact initiate')

If its not an oversight - then to me it seems a needless exception and i would love to know what the community feels regarding 4e multi-classing. (i.e. allowing to pick up paragon paths from the 2nd class)

The multiclass rules say that if you take the 4 multiclass feats, you may choose to take a paragon path of your second class.

If I understand your questions, this should clear things up for you:

"A character who has taken a class-specific multiclass
feat counts as a member of that class for the purpose of
meeting prerequisites for taking other feats and qualifying
for paragon paths." -PHB pg 208

The only class that other classes can't multiclass into the PPs for is Ranger. This is because of the fighting style requirements, which a non-ranger cannot gain by any means.

Edit: This is different than taking another class AS a paragon path, which requires all 3 power swap feats, and is equally possible across all classes.

Indeed, the Warlock is actually more restricted than other multi-classing routes. With Pact Initiate, you can ONLY take the Warlock PP which corresponds with your chosen pact. With other multi-class feats, you have the option of ANY of that class' PPs.

It's actually even more restrictive than that, since most of the paragon paths offer powers that require or enhance Warlock's Curse, which is not even granted to multiclass characters. In other words, while you could take a warlock paragon path as a member of another class, it would be completely useless to you.
