Running the chain in its most basic, RAW form, after 30 days, your're producing 5 sims per hour. After 10 years, your chains are able to produce 1 sim per round. A huge time investment (though preparing by identifying a quiet place in the Feywild where time goes much slower than in the Prime is a good preliminary step) but it's probably the easiest RAW way to destroy the whole universe.

@Son of a serpent: why would you want to be cloned as a red dragon? (for the purpose of making Pazuzu cry?)

Edit: especially, once you have your once-a-round wish-granting army, you could easily spare a few rounds to have one use its 9th level slot to cast True Polymorh on its next-in-line. He would become a true Adult Gold Dragon (since it's CR 17), not a simulacra of one. He could then use his own shapechange ability to turn into a CR17 humanoid spellcaster. Since a 18th level spellcaster (the archmage) is a CR12 creature, he would become a true 18th level wizard, able to recover his slots by resting... and probably start a chain of simulacra by itself.

The Wizard makes the first Simulucrum the normal eay while having an available 9th level spell slot and the Wish spell prepared. The Simulacrum uses Wish to cast it on the original Wizard as a 6 second action and with no material components. Each succeeding Simulucra does the same. Repeat at 10 new Simulacra a minute until the Wizard needs to go do something else.

As I said - this is less of a real tactic, and more a proof that complex rulesets sometimes have holes in them.

Well actually i stated "gold dragon". The only reason i even specified a color though was to make clear scaling peramiters.

Why wouldnt i want to make pazuzu cry tears of pride?

Also i definitely would be instructing the simulacra to do things like that, but in addition it is important to not be in a weakling body when you have so much magic under your command that gods might start wanting to pay attention. Better to scale up your unsquishability as you scale up your mystical might. Best not let the two get too far apart.

When you cast Meteor Swarm (or any other damage-dealing spell, including upcasts of lower-level spells) using the Wished-for spell slot(s), the target is always "Self". You only find this out by experience.
 

A. On contingency plan.

I agree with your need of protection if you plan to demonstrate the gods that Greed is the Doom of Mankind. Once your sims manufacturing line is operational, I'd designate one of the chains to be "Keepers of the Master". They would daily cast a detection spell on you (either scrying or contact other plane) to ensure you're still alive and well. If it's not the case, they'd Wish your body to be transported to them and the next in the chain would Wish a replication of the Resurrection spell. The Keeper chain would be kept in a secret and secure location. Interrupting your non-existence is probably a better backup plan than preventing your existence to stop.

B. On making Pazuzu proud.

I like it. Once your sim-popping line is operational and your stock of sims reach the target number (population of a town at first, but you can scale it continent-wide if you're patient enough, your plan could be executed like this:

During the preparation of the "wish-granting production line", memorize only Wish as 9th level, Teleportation and Simulacrum as 7th level, teleportation at 8th level Detect Thoughts as 2nd level, Seeming at 5th and Invisibility (for fun). Then make teams. Your "Face" will teleport to some public place (a pub, a castle, a fair) with a crowd. He'll cast Detect Thoughts (Concentration) and shout he can make dreams and wishes come true. It should make them naturally think to it, making them surface thought. Once per round, you shout the name of the wish, then have a "Dissimulator" cast Invisibility (and concentrate on it) on a "granter", who then teleport at the side of the Face, listen to the wish, teleport back home and cast the Wish. He can then switch his role as Granter with a Dissimulator. Then their creator in the line can dispel them, they have outlived their usefulness. So the people in the public places only see your Face (it's better to keep the sims army concealed), associate it to granting unlimited wishes and should quickly flock to the apparition of the next Faces, hastening the spread of the wish-granting doom. Seeming can be added to the mix so your Face can take the appearance of anyone, preferentially an enemy, so any do-gooder vindicator would probably be misled by the abundant eye witnesses.

Pazuzu's method always took too much time, even years, to come to fruition.

After giving it some thoughts, you could probably go for any dragon, regardless of CR. The metallic dragons's Change Shape ability is their doom.

Step 1. Using your Wish-granting simulacrum chain, let a few of them wish for a scale of the nearest Ancient Gold Dragon until the Wish can be worded to give adequate results.
Step 2. Teleport a full simulacra-hit-squad next to him.
Step 3. Make them cast Dominate Monster until it sticks, preferentially after Bestowing Curse on his WIS characteristics. Thankfully, at +10, Wisdom is a rather weak save for an AGD. The worst part is that it can ignore 3 failed rolls in a row...
Step 4. Have the simulacrum ask your new scaly friend to Change Shape into an Humanoid of his choice. He can select any Humanoid up to CR 24, but make him select a CR 0 Commoner.
Step 5. Teleport in, after your simulacra squad sent you the all clear.
Step 6. Cast Magic Jar, and make your soul enter the jar.
Step 7. Exit the Jar, and possess the nearest Commoner you see. Since the AGD has shapechanged to an humanoid, he is an humanoid. Type isn't a game statistics your retain when shapechanging. Manage to beat the +10 WIS save throw dragon-peasant standing in front of you. If needed, have your simulacra spend their Wishes to make him reroll: you probably won't be able to wait 24 hours to retry.
Step 8: place your container in an aptly prepared Demiplane and forget it there forever with your body. You can't afford to have the jar stay less than 100 feet of you (an obvious weakness) so it's probably actually better to risk death by being unable to regain your original body.

Restart your simulacra-popping chain from your Peasantform, since magic jar lets you retain all your class features and mental stats but get all the game statistics of the possessed form, except Class Feature, of which fortunately, the AGD have none. Enjoy your 546 HP, your 13d10 breath weapon, and your thrice-a-day Legendary Resistance. Ask your DM about any Lair Actions you may have in case he hasn't thrown his dice bag at you in disgust at this point.

Lol. I was more curious about a more broadly applicable example (not necessarily having to be an AGD or even a d but this is cool.)

Im actually not planning to use it but it was still a cool excercise.

It is quite an aggressively mischievous doom if i say so myself. Also thanks fir the tips.

Also what is seeming?

I really like the face idea btw.
 

Seeming is a 5th level illusion spell that doesn't require concentration and allow to change the look of "any number of creature within range" for 8 hours. So you can have your Face(s) all look alike if you stack them in a 30 feet radius.
