I’m assuming they didn’t put the two Tasha subclasses in the UA because they are not up to be changed. The team feels they are already up to par with their current design philosophy. No point putting something in the UA that will not be changing regardless of feedback.
And give them away for free...
 

The this UA assumes everyone owns Tasha's which I find absurd even though I do own it.
They don't assume it, they are just letting people know those Subclasses are slayed for the PHB and they don't plan any significant changes since they are already up to date. They did the same in UA 6 for several Tasha's Subclasses.
 

I do think that they could have folded superiority dice into second wind for the core class, and had the core class only use it for add dice to checks or using second wind. That way the BM could smoothly have extra dice, and players who don’t like that gameplay are just tracking how many times they can add 1d10 to a d20 test or regain 1d10+fighter level HP as a bonus action.

Even indomitable fits into that paradigm, and could just be “if you use Heroic Determination to increase the result of a Saving Throw, you can add your fighter level to the result.”
They absolutely could have: what Crawford said was that even in their private playtest network they received a lot of feedback from Fighter players who didn't want to interact with the Superiority Die system in any way, so they won't do that.
 

Pact of the Blade and Pact of the Tome don't have level requirements dispite being more powerful then Pact of the Chain which requires level 2+, they should dump the level requirement for it.
The point per Crawford was that they wanted to be clear that those two, Tome and Blade, were the major defining options, of magic or combat.
