Up to a point. There's no such thing as the perfect RPG for a given player unless they designed it themselves. And a whole table? Hope they're all in perfect alignment on preferences and tastes otherwise you're in for trouble. You'll have to house rule any game so, for me, it's more a question of when is it too much? How many house rules are too many before it's time to publish your "new" RPG or switch to an existing system that's closer to your goal than your current game.
