Unless you can get human nature to change then nothing will change.
Every culture throughout history thought they'd figured out what "human nature" was and it always, magically, conforms to what that society thinks is best and right. Modern people raised in capitalist societies think human nature is greedy and destructive. They're no more right than any other culture's idea of human nature.

I trust everyone. It's the devil inside them I don't trust.

I remember it's trippy as heck. I think I remember the evocative backstory and interesting setting more than the mechanics, which I guess is true of a lot of the Indie games from back then.

EDIT:
ELEVATOR PITCH: "You haven't slept in a week, but every day the True Reality becomes clearer. You can see the monsters that the Sleepers can't. And they're planning something, the monsters, and it won't be good for any humans, Asleep or Awake."

You use your exhaustion to use superpowers you've developed through your insomnia, but the more power you call upon the greater the risk you'll slip into madness. Some clever dice mechanics in it, it played very fast and light. I remember it lost Indie Game of the Year when it came out to Spirit of the Century.
Something about this feels very familiar. Wasn't there a webcomic about this? I wonder if it is related to TTRPG.

Answer:

(1) Yes (kinda)

(2) No.
It is kinda the reverse of the game as described. It is about a guy who lives in a future society where everyone no longer needs to sleep because of future-drugs. But for some people, including the protagonist, the wonder drug doesn't work. It is treated as a handicap. Even though he has to sleep there is still a lot of peer pressure and he never gets the sleep he needs. He starts seeing a hidden reality that is invisible to the rest of society.
