Sometimes that's the case but often not.
About least equally often one person is attempting to make an actual argument, engaging with what the other person is saying, and so on - which is absolutely not "talking past" them, and the other person just... isn't, and is just saying whatever they feel like without actually engaging. Also, very often one point of view is informed by y'know facts, and the other one is immune to facts. In such cases, I don't think "budging" is correct. Instead the best you can do is try and find a way to wake the other person up.
Talking past each other isn't usually anything to do with people who "won't budge", really either. It's usually more about two people who are essentially talking about different things relating to the same general subjject, which don't necessarily interact.
As such I'd suggest a better model would be, I dunno, high-energy physics, where particles often whizz though seemingly solid objects without actually interacting meaningfully with them!
