I think that's what he meant.

Why not? Because it says so right in the spell description of the fly spell. He quoted it and put emphasis on the relevant passage.

Got it. That's what happens when you do not read an entire post.
 

So, by the reasoning that people are not ment to fly, then a caster can't get wings via Alter Self, drop an ER, and fly faster?

That's only according to my interpretation of the part of the spell description that reads:

"Expeditious Retreat provides you with amazing fleetness of foot, enabling you to run in great leaps and bounds."

To me, this sentence clearly says that your feet get faster (or whatever you use for your base walking speed), not your wings, not your flippers, nor any other body parts. The intent of the designers appears to be that they wanted this to be a "actual running and leaping" movement improvement spell.

Other people consider this flavor text. I consider it part of the spell description. YMMV.

It depends if you're taking KarinsDad's position that only base speed is doubled by ER, or not.

Alter Self gives you a Fly speed of 30, in no way related to your base speed.

A dwarf wizard in splint mail (base speed 15) who manages to cast an AS for wings flies at 30 feet. A titan (base speed 90) who uses his Alter-Self-at-will ability to grow wings flies at 30 feet.

KD will say ER can not affect this speed. Others will disagree. You have to decide what you allow in your campaign.
