How many RPGs have you played without owning the books for the rules?
For me there have been a bunch:
Warhammer Fantasy Roleplaying Game
Shadowrun
Paranoia
Star Frontiers
Rifts
Mage the Ascension
Vampire the Masquerade
GURPS
Mechwarrior
World of Warcraft RPG
Rolemaster
For some of these I got the books long after the campaigns had ended but I played a lot without having anything but a character sheet and a GM with the books who wanted to run the game. I've also played in a campaign where the DM required all players to bring their own PH to the game or not be allowed to play.
In my current group where I DM I think half the guys have a PH.
Mostly we view the rules as the DM's responsibility while the player's is to come up with a character and tell the DM what the character does and tries to do. For us getting the rules right is a lot less important than providing a fun experience.
