Polymorph any object

I have a quick question.

"This spell functions like polymorph, except that it changes one object or creature into another."

Does this general sentence override the normal restrictions on Polymorph of limited creature types and HD limits? Our group is currently playing it as allowing ANY creature type and HD limited by CL (not by target, since that would make it nearly impossible to turn little things into big things, like the lizard into manticore example in the book)

My wizard just picked up 8th level spells, and got PAO as a spell like ability 2/day via Archmage. Between a ring from Complete Arcane, Archmage spell power, and my Minor Shapeshift reserve feat, I have CL 18 for PAO, and I'm trying to figure out what sort of interesting things I can turn my party-mates into.

The party dragon shaman has pretty crappy equipment right now (due to an encounter with a rust monster, and being the newest person into the group) so he is enjoying being turned into a large gold dragon (the 17HD one, either juvenile or young adult, forget which). But I'm having trouble finding good long duration befitting of an 8th level spell. Our "real" fighters are very weapon-type dependent (a greatsword specialist with many weapon feats, and a samurai with many weapon feats) so they don't get much benefit when turned into something that their equipment is the wrong size for.


Edit: It has been pointed out to me that PAO retains the 15 HD limit of polymorph. Oops. Time to tell the DM (though I think he broke this in favor of a bad guy previously, so we're even for now)
