As Thanee already pointed he actually said the exact opposite, by the rules you cannot benefit from PA on a CdG. I as most others here will continue playing it like you can though.

But since a CdG never occurs in melee per it's definition you can't really talk about melee attack roll or melee damage roll.

Remember you actually have to be threatened by the opponent in order for it to be melee, and he can't if he is helpless.

"Two characters are engaged in melee if they are enemies of each other and either threatens the other. (An unconscious or otherwise immobilized character is not considered engaged unless he is actually being attacked.)"

Are we enemies of each other? Check.
Does either one of us threaten the other? Check. I threaten him.
He's unconscious, but is he actually being attacked? Check.

We're engaged in melee. Even though he's helpless.
