I think general should be okay.

General RPG would be the best choice to start; e-publishing would also be a possibility but it depends upon what stage and kind of collaboration is envisaged. Threads would 'live' longer in that forum, but wouldn't get the level of exposure that you would in General.

So I'd suggest General.
