Quick question about Improved Unarmed Strike (3.0)

In the description for the Improved Unarmed Strike feat (3.0) we are told that this feat allows one's unarmed strikes to count as armed, and therefore armed opponents do not get AoO's against you when you bitch-slap them.

Does Improved Unarmed Strike, in "allowing one's unarmed attacks to count as armed", also negate the -4 penalty for attempting lethal damage with an unarmed strike?

If not, is there a feat that does this in 3.0? In 3.5?

I think of the "Brawl" feat in d20 Modern, which allowed one's unarmed attacks to deal lethal damage without penalty. Is there an equivalent in 3.0/3.5?

Improved Unarmed Strike allows you to make both lethal and non-lethal attacks without a penalty to hit. Neither draws an AoO.
