Quintesential Paladin tracking evil power

In quintessential paladin there is a paladin power for tracking evil.

I'm trying to determine if this means you can track back to people who cast Evil descriptor spells or if you can actually track any creatures that are evil.

It is one of those xp for power things, this one costs 300 xp and the paladin the campaign I took over running has this power along with others from here.

It says

Tracking: Evil leaves a trail and strong evil practically leaves a map.
Paladins can use their familiarity with evil auras to track their owners. The
character detects the lingering aura of evil according to the guidelines in the
detect evil description and makes a Concentration check (DC 30 for dim, 25 for
faint, 20 for moderate, 15 for strong, and 10 for Overwhelming). If he
succeeds, the paladin determines where the aura is heading. He makes a
Concentration check for every mile, and, if he is travelling faster than his
quarry, the lingering aura gets stronger and is easier to follow, with the
paladin gaining a cumulative +1 competence bonus for every sucessful check. If
he fails a check, it means that he misread the aura and is heading in the wrong
direction. A sucsessful check will tell him there is no aura preasent and he
must backtrack, loosing all bonuses he accumulated for previous successful
checks. Unlike tracking by footprints, the paladin can even travel at a hustle,
since he is detecting the aura, not carefully looking for physical traces of the
creature's passage.

Lingering Aura: An evil aura lingers after its original source dissipates (in
the case of a spell) or is destroyed (in the case of a creature or magic item).
If detect evil is cast and directed at such a location, the spell indicates an
aura strength of dim (even weaker than a faint aura). How long the aura lingers
at this dim level depends on its original power:

Faint 1d6 rounds
Moderate 1d6 minutes
Strong 1d6x10 minutes
Overwhelming 1d6 days

If somehow a target cast an evil descriptor spell without themselves being evil (a neutral cleric, wizard, or druid for instance), this would not be able to track them. Unless they cast the spell on themselves.

On the other hand, if they had any items with evil auras you could track those.
