Races with Cha bonus

Are there any 0 or 1 ECL races out there with at least a +2 bonus to charisma? 0 would be preferred, because a hit to spellcasting levels really stinks.

Aasimar are +2, but ought to be +1.

No, I'm not biased by the fact that my DM never throws cold, electric, or acid monsters at us., only fire ones. Not biased at all... no.

Don't drow get a + to Cha? Look at the elves and see what you can dig up.

Star Elves (Unapproachable East) are a +0 race with +2 Charisma.

A Dragon Magazine -- I forget which one, sorry -- had a bunch of templates, one of which was called "Spark" (-2 wis, +2 cha, lose prior vision specials and gain low-light instead, cast a couple non-spells 1/day (like detect magic, or the like). +0 ECL template.

So for -2 Con and -2 Wis, you can get a Star Elf "Spark" with +4 Charisma.

There was also a Dragon with alternative Planetouched races in it...way back when the Epic Level Handbook was still in the works.

One of the races was called Cansin...the progeny of the planes of chaos. They had +2 to Int and Cha as racial stat bonuses, and +1 ECL.

Other abilities were resistance 5 to acid and fire, +2 to Search and Bluff, ability to cast Entropic Shield 1/day...and of course the Native Outsider creature type.

Does anybody know the # of the issue with Sparks in it?

And Pax, do you think they'd be allowed on Exodus? I'm trying to make a sorcerer but don't want to take a massive hit to spellcasting just to get a bonus to my primary stat. I think its kind of odd that WotC didn't make a base race with Cha bonuses like they did for every other stat. I guess they figure Charisma is an overpowered ability. :)

I personally think elves would have made a good Cha race, but I'm more a fan of Tolkien elves than the D&D pseudo-elf (not quite Tolkien, not quite Faerie).
