Racial Tiers

You can take the 22pt buy and get the array Str18, Con15, Dex10, Int8, Wis15, Cha10 for a nice, shiny Dwarf Fighter. Take Dwarven Weapon Training, go Waraxe and Shield, and you have the most powerful level 1 Fighter the game can provide.

Yeah, and with 22 pt buy I can get an 18, 16, 12, 10, 12, 10 with my Dragonborn. I get more HP per healing surge, have a breath weapon for marking multiple opponents and I can take a feat to get a Waraxe too. DWT is a good feat, but if you're just going to use it to get to Waraxe, anybody can do that.

I wouldn't say that Dwarves are categorically the best Fighters at all. Yes, they're a good race for it, but best? Where's your AoE to mark multiple oppoents? You have to wait until level 4 to get a +3 in Con, and even then, you'll always be behind if you're going for Str/Con build (at least with your stats). You're just focusing more on dealing extra OA damage, but that's also dependant on how many OA's your DM gives you. My DM only does it once every 2 or 3 encounters, so if you were with my party then those 15 points in Wis would be wasted.

Edit: Also, I could've sacrificed a point in Dex to get another in Wis and then would've only been two points behind you in that score. The reason I didn't was to try and eventually qualify for the Scale Spec feat, something you won't be able to do with your build. Yes, you can get Plate, but so can I, and at the same cost.

Dragonborn third tier race ?!

They are the only one with STR bonus... and dragonbreath is so minion destroyer.

Dragonborn I'd definitely put up as one of the best races, possibly THE best. Dragonbreath is great, unique and excellent imagery for the game, the bonuses are brilliant (especially for an inspiring warlord, for instance) and even their minor racial powers (like bigger healing surges) are all good too.

I don't play Dragonborn... yet. Because I find them to strong. Kind of boring.

Dragonborn are solid second tier. Dragon hertitage and Dragonbreath are both weak if you don't bost Con but very strong if you do. Dragonbreath is also great versus minions but a wasted action if against nonminions. You're talking 1d6+2 damage Dragonbreath at most if you are not boosting Con. Better off witth an at-will. If you don't boost Con, the 2 abilties get weak... fast.

Dragonbreath is a good minion killer for most classes, but for a Fighter it has other uses. If you have Enlarged Dragonbreath and then later Empowered Dragonbreath, you're doing 2d10+Con in a Close Blast 5 at the Paragon tier. This is very useful for a Fighter since 2d10 is not something to laugh at (you're doing better than Ranger's Quarry at the same tier), plus you'll be marking any enemy within that CB 5 zone.

Plus, since you're already a Fighter anyway, you can go with a Guardian Fighter using Axes or Hammers and work towards Iron Vanguard as a PP. This type of role synergizes very well with the need for Dragonborn to pump Con as a secondary stat, and allows you to get a lot of mileage out of the Dragonborn racial features.

For non-Fighters, pumping Con probably isn't as useful. Even still though, if you point buy yourself a 14 or so start with, you'll get some bumps in surge value and breath weapon damage early on...plus, you'll still have a great minion killer once per encounter.

Elves appear to make excellent cleric-archers. Yay for managing a +14 perception check at 1st lv. You will never fail a passive check ever again.

Dragon Breath never is a truly big damage attack. Not even dealing d10s with the feat. Its two main uses are minion sweeping and triggering Combat Challenge. Its a nice one round boost otherwise, but nothing on the level of Fey Step, Elven Accuracy, or anything the various Genasi get.

First off, after the Paragon feat it's doing better damage than Hunter's Quarry. Secondly, with a CB5 you're usually hitting quite a few guys. I commonly wait until I can get 5 or 6 enemies in the blast, which means I can do in one round with a minor what would take the Ranger multiple rounds to equal. That's nothing to sneeze at.

Even taking damage out of the equation, as you mentioned it's a minion sweeper power. Fey step is just a 5 square teleport. Yes, it's useful, but only when trying to get somewhere you can't walk to, or trying to get away from an enemy. It burns a move action, so you would have to burn your standard to double move if it didn't get you far enough. It's a very situational power that has limited utility for some classes. Our Wizard, for example? He has it, but he almost never uses it. I do a good enough job with my Fighter to keep enemies off his back that he never needs an emergency escape. The one time he did use it, the enemy just moved up next to him in the next round and attacked him anyway. All it did was save him one OA, if that.

Plus, you're completely ignoring the stat bonuses. Str and Cha? Those are great stat boosts for a Paladin or Melee Cleric. They're also the only race that gets a boost to the primary stat for a Fighter. I'm not saying they're the best race out there, but 3rd tier?
