Our group is still mentally converting over from 3.X and the question of firing into melee came up in the last session:
4th ed seems to no longer apply a penalty to shooting into a melee. The old game gave the obvious -4 (to avoid hitting your friends) and possibly cover from the different melee combatants.
Now, we can't find a rule for a penalty - so, fire away.
AND your allies don't even provide cover to the baddy in melee - so, fire even more
