By the way, Shields actually aren't usable as 1 handed improvised weapons. They're too heavy. Even a light shield exceeds the weight limit for a 1 hander, and heavy shields can't be used as an improvised weapon at all. Voila! No problem.

Nice catch! Maybe they did actually think this 4ed stuff through :)
 

Another angle on this; could the ranger in this position help someone on the other side of the monster get flanking bonuses? Could the ranger make an OA if someone moved past him?

I say yes on both accounts. Unarmed attacks are still attacks.

That was my bad on not clarifying, but I did count it as just a basic melee attack, so STR damage was included.

Yes. You don't even have to use the improved weapon rules to flank - you just "have to be able to attack the enemy" - but it does specifically mention that you can flank while unarmed in the same sentence. Likewise, OAs just require you to be able to make a melee basic attack, and you can make a melee basic attack with an improvised weapon.

It even says so specifically in the descriptions for flanking an basic attacks that you can use unarmed attacks.
 

My gut reaction is let the ranger do it. It sounds and looks cool to knee a bandit in the crotch then headbutt him, or stab him with an arrow or whatever.

RAW? Don't know. Can't see it being used often, and if someone tries to abuse it just say no.
 

I could see the improvised weapon rules coming into play in certain situations [stripped of weapons ... likely in a jail scenario]. Considering that the implement powers can be used without implements ... being able to use [most] of the weapon powers is nice, and means that even without gear, the party can do some stuff. Rogues get hosed though.
