How do you rule Rapid Assault's mechanic to work?

I'm curious- how do you run the poorly worded feat, Rapid Assault (Bo9S p32).

It allows the Feat's user to do +1d6 damage/melee attack in the first round of combat.

The question is how one interprets that "first round of combat" language.

I vote RAW. IMHO, it's designed to be used by martial adepts with speed enhancing powers. Charge, or give up the benefit.

Although, honestly, it's kind of moot. I mean, who would spend a feat for 1d6 of damage you can only use once per combat?
 



IMHO the feat means, "SURPRISE, aren't you glad you all charged me? Now I full attack and CLEAVE you!"

Ironically it's much better for bruisers with reach and a low initiative.

I don't know- it would seem to be a pretty good feat for someone with a lot of iterative attacks, either due to PC level, TWF, MWF, FoB and a lot of potential AoOs...esp with Cleave & Reach!
