If a character is hit by two Ray of Enfeeblement, do the enhancement penalties stack? The section in the DMG that talks about stacking bonuses does not mention penalties.

Nope, unless someone yanked the rules rug out from under me when I wasn't paying attention. :)

Enhancement bonuses and enhancement penalties are mechanically the same thing. They don't stack with themselves, unless (see previous answer :)).

I guess that's true.

However, the PH section on the same topic does say "The same principle applies to penalties -- a character suffering two or more penalties of the same type applies only the worst one." (PH p. 152)

meta-it

Since only one penalty applies make sure that ray of enfeeblement is maximised and empowered or whatever combo of meta-magics you like best. :D
