Re-doing Cross-Class Skills

Therefore I would suggest keeping the maximum ranks for cross-class skills, but making them cost the same number of skill points as regular skills.

Yeah, we do exactly this. The double whammy of low skill points and double cost meant that fighters, clerics, etc. would never, ever take cross-class skills.

Would multiclassing still remove the cap on skill ranks? If so, then a tiny bit of multiclassing makes every skill a class skill.

No, because you can only buy up to the maximum rank in your current class. This is more restrictive than it sounds. I'm currently playing an 8th level fighter 6/ranger 2. My last ranger level was 6th, when I topped up spot and search to 9 ranks. Didn't have enough skill points to increase anything else. With the subsequent fighter levels, I could only raise cross-class skills to 5 ranks ((8 + 3)/2).

I never liked that rule.

It makes the most sense to me that you can put one skill point or a half-point into each skill per level, depending on whether that skill is a class skill or a cross-class skill for the class in which you're taking that level.

This rule ain't bad. You're going to see a lot more characters with a lot more skills, but that's hardly a negative thing. :)

One consequence may be that characters feel their skills are useless, because they have so many of them. You're going to want to make sure to hit even some of the obscure skills your characters take in meaningful ways every few sessions. That way, they don't feel like they're wasting points on skills they never use (but have nothing better to do with those points anyway).

Actually, your max ranks in Spot and Search should be 11 since they are class skills for one of your classes (PHB, Pg. 59). However, they would still cost two points per rank using fighter skill points.

The way we play it, when you're a buying ranks in a skill, that skill is treated as a class skill or a cross-class skill depending on class you gained the new level in, and this dictates the maximum rank you can buy with those skill points.

So if gain a level in fighter and want to increase spot, the maximum rank you can buy with those fighter skill points is (character level + 3)/2. If you instead took a level in ranger, you could spend ranger skill points to increase spot to character level + 3.

If you allow cross-class skills to be purchased at a 1 to 1 rate, I think it's important to include the above restriction.

Ah, I see. Yeah, that would be a sensible way of doing it.

What are your thoughts on this?
I already do this. I also let characters buy Craft, Knowledge, Perform, and Profession skills at 2 ranks for 1 skill point. I run with 6 to 8 PCs at a time, and it's still hard for them to cover all the bases, when it comes to skills.

I do *almost* the exact same thing IMC. I say "almost" because I use a different skill system (see sig). In my system, a single skill point grants the same benefit regardless of whether it is a class skill or not. However, a character can only "max out" a skill if it is a class skill for that character.

I think it is a fine idea for a house rule. There is one little thing you might need to be wary of though. Since multiclass characters effectively remove the cross-class cap for skills that are a class skill for either class, this means a fighter with one level of rogue can spend all his skill points maxing out Search and Disable Device and be just as awesome at those skills as a regular rogue. This encourages multiclass dipping. It might be something you want to account for.
