Kobold Stew: Interesting. I just want to make one thing clear about your character. Among the free nations, the dwarves of Moradin's Hands and the elves of the forest of Sif are two monarchy. Haven is a city state since long time and is more a republic kind. Even if it is a mainly human city, it is not rare to see other races at important position, but generally, the humans hold enough power to have most of the controls.
Outside the Hands, thing are still blurry. Lots of things aren't define and you can model them. So, who's diplomat is Lord Baltimore?

Of course I didn't know what the map was or what the systems of government were when I began -- this is all new. If you want I can change details. As it is, i have tried to suggest
1. that LB claims to represent an interested monarch who is physically removed from the situation, but who is (at least) known; some expansive kingdom to the East, that might be fighting the orcs on another front, perhaps
2. that he has a shady past -- slave, gladiator, something (which might suggest that not all he says will be true)
3. that LB is not what one expects from orcs/goblinoids, and (with what I expect will be an 18 charisma) is able to get by "in hostile territory" without people openly attacking him, but
4. that he can be trouble, and the city will be happy to help him along -- if he wants to go to the front, they're certainly not stopping him.
I have several ideas for this character -- I love the thought of a hobgoblin diplomat, emphasizing the social strengths of a bard --, but for now, it's just trying to link up with other players. I chose Haven, because that was where the jailbreak was, and maybe we'd be heading ot of town around the same time; I chose the direction through the valley, because that's where the others are.
