Right now, short rest vs. long rest is "in theory" a good mechanics for classes to have different management of resources per day.
In theory only;
we have a problem that mostly we can get a long rest if we are able to secure a location for an hour, then we can secure it for 7 more.
Unless the DM REALLY pushed the doom clock.
as per healing surge rule in DMG for HD usage, why not put entire short rest in one Action?
And then limit it to certain numbers per day.
I.E. you can use Recovery(short rest) a number of times equal to half your proficiency bonus(round up).
Then you get one usage at levels 1-4, two usages at levels 5-12 and 3 usages at levels 13-20.
To prevent spamming it later, we could have a 1-5 minute(s) "cooldown" to prevent it being used in same "standard" encounter more then once.
To delay casting classes next big spell being used after recovery, we could have a rule that on the round using it and the round after, only spells that can be cast are cantrips.
