Resilient Sphere and Monster Summon spells

Simple enough question. Can a person within a sphere summon a monster to appear outside the sphere? Or vice versa? A Wall of Force says quite directly it blocks all spells, but the Resilient Sphere does not say any such thing.

I ask because if it does not block Summon spells, it could be a very handy protective spell while summoning monsters.

Okay. I will concede that the sphere blocks lines of effect.

Where does it state that monster summon spells require lines of effect (as opposed to a line of sight) between the caster and the location the summoned monster appears?

I do not think its an unreasonable ruling, I just want to be prepared in the event my summoning focused sorcerer player decides to try something.
