It's always a case of variable mileage. Consider a cleric with the Mark of Healing, for example: It adds spells to your spell list that are already on your spell list...
Cure wounds, healing word
lesser restoration, prayer of healing
Aura of vitality, mass healing word
Aura of purity, Aura of life
Greater restoration

Pretty sure some of those are not on the cleric list, but yes the spells you gain from the mark & your class should be strongly considered.
 

Since Wayfarer's Guide and Rising don't preclude each other, is there anything in the rule set that would contraindicate a dragonmarked fighter from taking the Greater Dragonmark feat?

I'll be interested to see if the Wayfarer's is "decommisioned" from DND Beyond once this book is published.
 



Especially if they multiclass to get those higher level spell slots after a few levels of the base class (or go back & forth). Normally the idea of an EK/AT getting a spell like the 3rd-5th level spells (which I don't think are even available) would be an absurd stretch, but because because of how the dragonmark spells are justified in lore it feels like the "if you have a spellcasting or pact magic class feature, the spells of the mark of x feature are added to the spell list of your spellcasting class" should be errata'd to be exempt from this bit of the multiclassing thing "if you have more than one spellcasting class, this table might give you spell slots of a level that is higher than the spells you know or can prepare. " with houserule or an errata. That also solves some of the "shouldn't be forced to take a spellcasting class" complaints made by @doctorbadwolf & others I've seen since instead of being an EK, a denieth mark of sentinel human could take other paths than just sticking to one class like a few levels in a half or third caster class & half as many in a fll caster class

Has anyone actually seen the pages related to the new feature that replaces Greater Marks? Is there a provision for non-caster Marked to have Greater powers still?

I guess there’s always the Wayfarer’s Guide options for the greater options
 


That doesn’t fix the issue at all. The issue is that a greater dragonmark should not require levels in a Spellcasting class or subclass.
Dragonmarks are subraces. There are lots of racial features that may be useless to some classes - dwarven armour and weapon proficiencies to any fighter type for a start.

As it is, you get a whole raft of things with a dragonmark - skill/tool bonuses, spells per long rest, unique special abilities, in addition to the more spells on your spell list feature - most characters aren't going to be able to use everything the dragonmark offers.

And from a role playing perspective - you discover you have been fortunate enough to be born with a dragonmark - it's up to you to decide if you want to pursue a career that maximises the potential of that mark, or reject it and carve your own path.
 

I guess I'm curious if the lack of inclusion of the greater dragonmark feat in Rising means it's no longer "official".
I don't know absolutely that greater dragonmarks have been removed, but the regular dragonmarks are so changed that the Greater Dragonmark feats in the Wayfinders Guide can no longer apply.

The Wayfinder's Guide PDF will be updated, probably on release day, and the new version will reflect the rules in the new book.
