Thats a pretty indirect and coincidental argument. If somebody has the first strike on round 17 when both opponents only have 1 hp left I would say that was almost entirely luck. It would be almost impossible to plan something like that out on the first round.

I don't expect I'd ever plan to finish my opponent off on round 17 -- I'd be trying my hardest to get it done on Round 15 or Round 16. But whatever round the fight does finish on, whoever won initiative is whoever got to go first that round, unless at some point someone had *voluntarily* delayed. And if you're pretty close to evenly matched, so that you're down to your last legs at the same time, that initiative order could matter.
