Scion of Arkhosia Question

Alright, I'm slightly confused with some of the items in this Paragon Path.

At 16th level, the Scion acquires 'overland flight with a speed of 12'. But, at 12th level, they gain an at will that does this very same thing...

Does the 16th level overland flight not require the Scion to land? If that is the case, why is it 'overland flight'? Can one not fly over water with this ability?

Additionally, the 12th level feature Versatile Breath lets the Scion use a breath weapon with 2 keywords. Do those apply to his Daily 'Clinging Breath' ability? And do the Dragon breath feats apply to that Clinging Breath? I ask because it seems the daily is an extension of the Dragon Breath power.

Overland movement is non-encounter movement. See page 261 of the PHB

No, 'Clinging Breath' specifically states that you only do the same damage type you initially chose for that power.
And do the Dragon breath feats apply to that Clinging Breath? I ask because it seems the daily is an extension of the Dragon Breath power.
'Clinging Breath' is related to 'Dragon Breath', but it is a completely separate power.
 

keep in mind that separate powers are just that: not connected to each other. a character may have traits that affect all their powers (like a feat or an item property), but each power is... well, it's like a magic card that you use and discard (or if it's an at-will, use and tap for that round or something).


think of the at-will power as an in-combat flight, like a sprint or a charge-type move that is great in combat, but the Scion isn't exactly going to use it to go from one adventure to the next.

Overland flight, on the otherhand, is I guess a more mellow flight; if you had to cross a desert made of Rust (that destroys weapons and armor on contact) or an ocean of acid, they could do that; maybe even carrying their friends. It could be useless in a campaign, but then again there could be circumstances where this option is helpful. Heck, if the Dungeon of Doom is a mile inside the Ocean of Darkness, only the Scion of Arkosia (or someone with a magic carpet or hippogriff) could get the party there. Not too shabby, right?

I was going to ask what prevented the Scion from using the lvl 12 at will repeatedly to fly for travel, but Miirtek explained it below, in that the overland flight does not require one to land, while the at will does.
