and even then only daily.

Which is actually how they are in 4e... your healing surges limit how many you can do... they also limit other healings so its actually a significantly smaller number if you have a typical leader in the group which triggers heals limited by hs.
 

Well, yes and no. In 4e second winds are per encounter. Being a big fan of 4e, there was too much access to healing for me.

Star Wars Saga had the "second wind" as a "Daily" and in my opinion that was the sweet spot for the self-heal.

Second wind is "mostly" useless if you have no healing surges... for the most part its still a daily resource with a once per encounter limit. And an inneficient one to the alternative healing techniques... so its low on the totem of use for a healing surge.

At the cost of a Standard Action, definitely. If you can make it into a Minor or Free Action (i.e. if you're playing a Dwarf or have an item that improves SW, etc), it becomes much more compelling an option, even with its inherent inefficiency.

Point is its limited based on a Daily resource not purely encounter...
and normally has enough tactical negative to be mostly just a back up.

Your argument is grasping. If you have the option to do it more than once daily, it ceases to be a daily (with the exception of very few examples). The ridiculous manner in which you're attempting to frame this discussion would mean everything in 4e is a daily.

Nope, just checked my 4e PHB, once per encounter. repeating yourself doesn't make it more true.
Nor does the fact that it's connected to a "daily resource" due to the fact that resource to which you refer is more than plentiful.
