Essentially, if a character with Low-Light looks into a square that is normally shadow, he can see it as if it is brightly lit. IF a character is hiding in that square, thinking it is shadow, the creature with Low-Light might be able to view him as if he were brightly lit

What if the hiding person has low-light or darkvision?
Does that give them some kind of bonus to hide against regular sighted creatures?

I'd rule none of those things foil hiding, in plain sight or otherwise.

This really isn't that big a problem. Hide in plain sight only enables you to hide (if observed) whenever theres a shadow around..
Are you invisible? No

Can a person with darkvision normally see a character hiding? No, not without a spot check, it might remove a bonus to hide for being in darkness as it has no effect on the person with darkvision.

Back to the question.

What is really happening... well he is able to make a hide check while being observed.
You could rule that a person with darkvision would negate this ability within a dark cave.. or someone with lowlight vision could do the same out on the town square...
OR You could simply make a Spot check, Greet the Shadow dancer and give him brownies or kill him if that's what you want.
