On that note, your description noted that Echo can access this 'sub-Matrix' yes? Will she need a die roll for that? Is it like switching Grids? Hacking a host? Presumably she won't be able to access this electronic door before she accesses the domain that it's networked with.

I was going to rule that your character could sort of pass through the outer wall and start hacking the electronic door's terminal just beyond right way, but I haven't given much consideration about how a technomancer would transition from the Matrix to a computer-run facility completed divorced from external power and communication networks. I would imagine it would be more like switching grids, since I don't anticipate you running completely solo away from the group and going after the host. Please keep me in line if I start going off on the wrong tangent.
Deuce, I understand...techies are a little weird. However, the important thing to remember about them is that they don't have powers above and beyond normal hackers in terms of their ability to connect to things. Their brains are basically organic commlinks. If a commlink/deck can't connect to something (because it's not wireless-enabled, or is shielded, or whatever) then they can't either.
A good Matrix Perception check could probably detect the presence of a Faraday cage or other electronic shield, but it wouldn't tell her what's on the other side.
The upside (for us) is that if we do penetrate the shield, any hacking she does is outside the purview of GOD, and thus no Overwatch would apply.

If the network is isolated, sure. But then she wouldn't be able to access it from outside.
Sorry to keep picking, but I want to make sure I understand correctly. What we're looking at is sort of a host system, a subnetwork...is it wirelessly accessible? If so, Echo can try to hack but the Grid Overwatch is in effect. If not, we need to get inside before she can, but GOD is dead.
The outer electronic lock (yet to be revealed) will not be wirelessly accessible. That may make getting in more challenging than I had meant, but we'll see.
