I noticed that about Knowledge skills being freeform, but I'm not totally clear on how much they cost or how many of them I have. Of her skills I think I'd be willing to drop Psychology and Sociology altogether, maybe drop one point of Politics and pick up one in Catholicism, and probably increase English to near-fluency while keeping Spanish as native. Possibly drop Latin and up Aztlaner Spanish, too. Is that doable with the points I've got?

That's 15 points, but you also had Bilingual which you no longer do. We could perhaps take another Flaw to get more karma to buy Bilingual back. I will assume you aren't doing that for the purposes of this. If you do, then it's easy. Drop 1 point and you're good.
I like your idea that her native language is Spanish. You can decide if it's 'Spanish' Spanish or Aztlan Spanish. We'll then throw her English at 4 points...she's fluent, and can read it, but has a bit of an accent. This means we must drop points from her other knowledges. I suggest:
Knowledge Skills: Area Knowledge: Bogota 3, Catholicism 1, Military Procedures 4, Politics 2
Languages Aztlaner Spanish N, English 4
Total: 14 points. Preserves the 'essence' I think. She's a bit less scholarly, but knows Bogata well (her info may be a bit out of date since she hasn't been there in awhile) and is quite experienced in military procedures. She's a lapsed, but possible devout Catholic, and is quite the amateur expert in politics.

I would suggest a split like this:
One at 3 loyalty, 1 connection; a friend or distant relation who helped you get on your feet when you got to the States. They're small-time, but you know you can trust them.
One at 1 loyalty, 2 connection; one of your more recent contacts, he's up-and-coming, but better connected than you are. You just met, so the relationship is just business. As long as it's making him money, you can sort-of trust him. If you ever turn into a liability you have no doubt he'll leave you hanging in the wind.
One at 1 loyalty, 1 connection; another contact, probably a referral from the previous one. This would be a good choice for your street doctor, I think. He or she is quiet, keeps their head down, doesn't want to know or get involved...they're only good for the service they themselves provide, but they don't ask questions and will keep their mouth shut...though probably best not to let that get tested.
