Ok, I think what ill do is make the Kawarimi, Bunshin and Henge class feature powers. Automatically obtained at 1st level. This may be the case with stuff such as tree walking as its a basic power pretty much all shinobi have.

Ok, first of all, I think we haven't seen anyone employing such power more than once per encounter except Sakura during Chuunin exam. So limiting its use by including limited supply of material components seems feasible.
Secondly, it is employed during opponent's turn in response to opponent action and to interrupt opponent's action: it should be Immediate Interrupt.
To reiterate: Immediate Interrupts can be used outside of one's turn and their effect resolves before the effect of the interrupted action takes place.
Thirdly, Kawarimi is usually conducted in conjunction with another action - usually that of hiding in nearby forest or running away. However, despite being a short range effect, most users can easily evade their enemies. Also, users of Kawarimi do not seem to employ another technique - they are only moving/hiding/employing some hiding technique.
Finally, there seems to be a need for some implement to be used, which is to take place of one.

Utility: Scribing vs 20
Effect: You may store certain objects or powers in little scrolls of paper. Basic uses of this power:
- storing gunpowder to produce exploding notes,
- storing Village specific object for the purpose of creating Kawarimi focus (large wooden trunk for Konoha).
Object from scroll is released when the scroll is destroyed by tearing (that's why setting Exploding Note on fire is not a good idea) (free action), read with intention to activate (standard action) or treated to Chakra release (releasing Chakra on scroll of paper causes it to burn and release item with one round delay).
Object volume is restricted to 0.5 kg * Charisma bonus.
Kawarimi focus is an exception to this rule since it all Shinobis are trained to be much more effective with regard to storing the Kawarimi focus.
Miss: Paper scroll is used up. Objects are not stored but may be reused.

Requirement: Must be holding scroll with stored implement or must succeed at Bluff or Stealth vs Perception (passive) to draw enemy attention away from implement
Attack: Stealth vs Perception (passive)
Effect: Shift 1 square. As a free action you may also move up to your speed, hide or use Elemental Technique to hide (Earth to hide underground, Water to hide beneath water surface, Air to hide within fog, etc).
Kawarimi focus may be used if stored in utility scroll or if already held, but it is considered lost during the use of technique.
Kawarimi focus is not usable if it is visible to your opponent (though hiding it under cloak is sufficient).
Hit: You are Invisible until the end of your next turn. You may shift up to your Dexterity bonus squares instead of just one square.
