Hmmm.... Maneuvers chosen at 3rd vs 1st & 2nd level spells does seem reasonable, in contrast to the current set up. I feel like the BM would need to 'go long' on something, too, though.
Then again, all spells are presumably written up with D&D tradition and use as dailies in mind.
High level Battle Masters get the ability to drop more maneuvers in a single round. That's how their maneuvers "scale". But, I do have an idea for how I want to present the Battle Master at my table. I think 4 dice at 3rd level is too much, especially compared to a monk who only has 3 ki points.
Spells are written as dailies in mind, but the Warlock already shows that can be broken to a limited extent. The question is, what outside of the Warlocks purview needs to be altered for a short rest recovery system.
The designers so far have not allowed healing spells on the warlock spells except through multiclassing. Since few characters reach 20th level, I'm not sure if losing the capstone is a big penalty. A Blade Warlock picking up 2 levels of paladin is pretty nice: smite and healing spells.
