Yes.

In the hide skill... you can even do this if the target isn't flatfooted... but at -20.
You'll probably need the expanded rules (in Comp. Adv) on how far from a hiding spot you can move based on rank...

But, yes it can be done.

Also if you charge while invisible or charge into a flank. It's even possible (technically) get sneak attack on a charge due to feinting, if you'd feinted the previous round and the target had moved away in the mean time.

Short answer: charging is irrelevant to whether you get sneak attack or not.
 

Any attack against a flatfooted opponent is valid to add sneak attack, unless the target has uncanny dodge or concealment.

Under the complete adventurer expanded rules, you'd need at least 10 ranks in hide to get the 10ft minimum needed to perform a charge from a hiding place, and you'd take -20 to your check to stay hidden. Sometimes, the extra +2 isn't worth it.
