It's the fact that you have to shell out 750 gp at once for the wand that balances it: You have to pay a lot up front to get the price break.
That balancing factor goes away if you can do partial charges on wands. The party cleric would just recharge the same wand over and over again.

Strange. I always assumed the little bit about "repairing magic items" you find in the various item creation feat included recharging said item.

Except the fact, of course, that everyone can use a potion, while this isn't the case for wands and scrolls.
But the cleric could just create a bunch of scrolls rather than a bunch of potion. It's not any more dangerous to activate a scroll than to drink a potion (both may draw attacks of opportunity), you may create scrolls of any spell level 0-9 rather than a few subset of spells of level 0-3, and it cost half the price of a potion.
The balancing factor is greatly who may use the item, because a dying cleric with a fighter buddy and a potion of cure serious wounds is in a better situation than another dying cleric with another fighter buddy but this time, a cure serious wounds (or even heal) scroll.
