Uruk'hai... Aren't they the biggest baddest orcs?

No. The Uruk'hai are the magically[genetically] engineered crossbreed of "orcs & goblin-men" by Saruman in the Lords of the Rings (Two Towers, specifically). This leads many to the mistaken perception that the "half-orc" is D&D's uruk'hai. They are not.

Uruk-hai are not afraid of the sunlight, as traditional Tolkien (and original D&D) Goblins and Orcs were...D&D Hobgoblins are also not afriad/take no penalties in daylight.

Uruk'hai are organized, militant, good at following order/a warlord-leader. Like the D&D Hobgoblin. Stronger and faster than goblins. Like Hobgoblins. Heavier armor and bigger/stronger weapons than the goblins or orcs (in the original D&D game, at least) were using. Like Hobgoblins.

In D&D the hobgoblin is a the true intended "heir" [read as, "copy"] of Middle-earth's uruk'hai...whatever they may have been reinterpretted/"re-imagined" into over the years/editions since.
